Title: Development and Practice of a Research and Development Process Based on the Concept of “Responsible Research and Innovation”: A Case Study on a Web Search System that Reflects People’s Values

Abstract:
In the field of Responsible Research and Innovation (RRI), a research and development process led primarily by experts in science and technology has yet to be established. In this presentation, I will introduce the findings of my doctoral research, which focused on establishing a developer-led R&D process based on RRI for a web search system. In the first phase of the research, I proposed “Reflexive Co-Design” workshops and demonstrated that even non-expert participants could articulate diverse values and perspectives without being forced into consensus. In the second phase of the research, I translated these values into feasible system functions and evaluated them through a five-week user study. The results showed that while values considered in the R&D process shift depending on technical scope and resources, interaction with the system encourages user reflection and reveals unexpected values. These findings serve as direction for participatory technology governance that incorporates social responsibility.
